The Cardano Foundation, a key entity in the ecosystem, abstained from voting “yes” or “no” on nearly all budget proposals, making an exception only for Project Catalyst. In explaining its decision, the Foundation expressed concerns about the cost-effectiveness, transparency, and alignment with overall ecosystem goals for the proposals it abstained on.
