The Central Cybersecurity and Informatization Committee has issued the "Action Plan for Promoting High-Quality Development of Cyber Information Enterprises (2026-2030)" to promote the green and low-carbon development of enterprises. The plan requires support for cyber information enterprises to achieve green design, packaging, delivery, and operation throughout the entire process of office, production, transportation, and services, and to regularly disclose carbon reduction progress. It supports enterprises in enhancing the utilization of renewable energy and guides the collaborative layout of newly built computing power facilities with renewable energy generation, continuously advancing the construction of national green computing power facilities. The directory of recommended energy-saving and carbon-reduction technology equipment will be updated, promoting advanced energy-saving and carbon-reduction technologies such as liquid cooling technology and waste heat recovery. It encourages ecologically dominant and industry-leading enterprises to assist upstream and downstream enterprises in improving their carbon reduction capabilities, accelerating the construction and application of digital energy-carbon management centers, and building green value chains and supply chains. Localities should establish green transformation service platforms to provide enterprises with low-cost, standardized carbon emission accounting tools and energy efficiency diagnosis services, thereby lowering the threshold for enterprises' green transformation.
