Mr. To Tran Hoa, Deputy Head of the Standing Committee of the Management Board of the Cryptocurrency Trading Market under the State Securities Commission, stated that Decree 284/2026 will take effect from September 1, 2026. According to the regulations, individuals in the country trading cryptocurrencies without going through a service provider licensed by the Ministry of Finance may face fines ranging from 30 to 50 million VND. However, if by that time Vietnam does not have an officially licensed cryptocurrency exchange from the Ministry of Finance, investors will not be subject to this penalty. Mr. Hoa explained that the penalty regulations will only begin to be enforced when there is an officially licensed cryptocurrency service provider. At the conference, Deputy Prime Minister Ho Quoc Dung emphasized that Vietnam encourages innovation in AI, blockchain, and digital assets, but it is necessary to manage risks and protect the legitimate rights of citizens, businesses, and investors. The cryptocurrency market in Vietnam is expected to operate 24/7, and service providers have the right to choose assets to list, but they must establish listing processes, criteria, and information disclosure mechanisms for investors. The State Securities Commission is also developing additional regulations related to the activities of service providers and market establishment. In the period of 2028-2029, Vietnam plans to complete the legal framework and further research products such as derivatives, lending, and margin trading.
