Jack Dorsey (Grayscale's research head) likened Ethereum to a 'small nation' and described ETH's core functions as protecting property rights and value exchange. He argued that unlike traditional nations that provide public services through taxes, Ethereum funds network security costs through new ETH issuance. Staking participants act as public service providers maintaining network security, receiving newly issued ETH as rewards. Ethereum's staking mechanism and ETH issuance policy serve as both the network's fiscal and monetary policy. More security can enhance property rights protection, but it may also lead to more ETH issuance and potential risks. The issuance, burning, and staking rewards of Ethereum are key variables that network users and holders observe together. However, Dorsey added that this analogy is incomplete, noting that other factors such as the burning mechanism, maximum extractable value (MEV), and governance also operate in conjunction. Some community members argue that Ethereum's monetary and fiscal policy design should better reflect key ratios related to security. This statement focuses more on interpreting the cost structure of the Ethereum network than on price forecasts or investment judgments.
