Shopping Centers Dream, Retroville, River Mall Continue Operations at 'Yellow' Alert Level in Kyiv
Starting from September 10, the shopping centers Dream, Retroville, River Mall, and Victoria Gardens in Kyiv will operate under a 'yellow' threat level. They will be completely closed at the 'red' level. This decision is based on the resolution of the Cabinet of Ministers dated September 4, 2026, No. 1092, which divides air threat levels into 'yellow' and 'red'. TSUM will continue to close during air alerts regardless of the threat level, advising visitors to seek shelter at the 'Teatralna' or 'Khreshchatyk' metro stations. Ocean Plaza also has its own operational format, where the minus first floor functions as a safe space. At Dream, visitors are directed to shelters near the 'Minska', 'Obolon', and 'Heroes of Dnipro' metro stations, while River Mall has a temporary shelter located on the minus second level of the underground parking. At the 'yellow' level, shopping centers remain open, but administrations urge not to ignore the alarm signal. At the 'red' level, they completely cease operations and ask visitors to leave the premises. Retroville has a separate operational order: the Novus hypermarket continues to operate after 21:00 during alerts.
