ABA and ICBA Criticize OCC Stablecoin Rules, Warn of $850 Billion Loan Reduction

The American Bankers Association (ABA) and the Independent Community Bankers of America (ICBA) have criticized the Office of the Comptroller of the Currency (OCC) for implementing the final rules of the GENIUS Act, arguing that the restrictions on stablecoin rewards are insufficient and could lead to a loss of deposits from traditional banks, thereby weakening community lending capacity. ICBA's economic analysis indicates that if payment stablecoins become widely adopted, community bank lending could decrease by at least $850 billion. This forecast is a scenario analysis proposed by the association and does not reflect realized outcomes. The ABA pointed out that the OCC removed proposed safeguards regarding indirect benefits from stablecoins, which involve related parties, exchanges, and other distribution partners. The OCC's final rules cover standards for stablecoin reserves, redemption, custody, and risk management.
