A blockchain-based welfare payment pilot program will be launched in the first quarter of 2027 in three U.S. states. This initiative aims to integrate various welfare programs and adjust support levels based on changes in household income. Digital Asset supports the 'RISE' welfare payment pilot program, utilizing Canton as the technological foundation. RISE is a model that consolidates state-operated welfare programs into a payment system that disburses funds once or twice a month. The focus of the initiative is to alleviate the 'welfare cliff,' addressing the phenomenon where existing support drastically decreases as household income increases. Digital Asset explained that Canton is designed to maintain control over sensitive information while coordinating payment rules and transaction functionalities. The platform is structured to allow deposits, purchases, and transaction records, with approved government partners able to monitor payment statuses via a dashboard. This experiment is also being conducted in other countries, with the Reserve Bank of India expanding its digital rupee pilot to include welfare payments and cross-border transactions. The results from the first state pilot program will be used to adjust the RISE model. The initiative is contingent upon federal approval, and the list of participating states and the approval timeline are yet to be determined.
