OpenAI Supports Enhanced AI Safety Regulation in California

A senior official at OpenAI stated in a letter to California Governor Gavin Newsom that the company supports requiring artificial intelligence companies to implement shutdown mechanisms for their models, undergo mandatory annual independent audits, and adopt stricter cybersecurity measures. The letter, signed by Chan Park, who is responsible for U.S. and Canada policy and partnerships at OpenAI, suggests strengthening the SB53 bill, which is California's current AI transparency law passed in 2025. This law requires leading AI companies to disclose their safety frameworks and transparency reports, as well as report significant safety incidents. Additionally, OpenAI supports regulations that require companies' safety frameworks to explicitly cover the capabilities of leading models to autonomously conduct AI research and development.
