Procedure for Issuing Municipal Bonds Simplified for Ukrainian Communities
Ukrainian communities have had the procedure for issuing municipal bonds simplified to attract private funding for long-term projects, including transport, water supply, housing, and modernization of heating networks. Now, local councils only need to approve one basic prospectus in the presence of several public offerings, allowing for the issuance of new series of bonds without repeated approvals. The total nominal value of the bonds must correspond to the borrowings agreed upon by the Ministry of Finance for the year. Municipal bonds function as debt securities, where investors provide funds to the community for a specified period with the obligation of repayment with interest. The raised funds can be used for large projects requiring financing over several budget years. Bonds can be sold on the secondary market if liquidity is ensured. However, municipal securities will have to compete with government bonds, which have tax advantages for individuals and are more attractive to banks. Interest in this mechanism is being discussed with communities, with Lviv being considered as a pilot site. As of August 1, 2026, there were 271.3 thousand unique investors in Ukraine, an increase of nearly 12 times since the beginning of 2022.
